First practice indoors.

Instead of going outside with constant distractions around, you must first practise inside. Put your dog on a lead and start walking around your house. Use delicious treats to reward your dog for staying by your side. Practise different turns, going around different things, like chairs, changing direction and stopping. Make sure that you repeatedly change your pace and that you stop frequently. When this goes well inside, you can practise in your own garden or home street.

Actively encourage your dog to walk by your side and praise and reward him when he does so.
